Yep, it's just missing.  You _can_ query how much shadow memory is
allocated for the domain, and it would be straightforward to add a
shadow operation to query the current mode.  If you're the control
tools, you might remember what you've done to the domain before.  Also,
operations like enabling shadow mode ought to be idempotent.
