In general you can't install window on one 'machine' and expect it to
boot on another.

Have you tried installing directly on xen?

Also, if you use xen 3.1 you'll find that you can specify acpi=1 apic=1
and use the ACPI APIC HAL, though Std PC HAL with acpi=0 apic=0 should
work too (the former allows multiprocessor w2k guests).
