[Xen-devel] [PATCH] tools/Makefile: allow skipping ioemu build



Currently, even if one passes CONFIG_IOEMU=n , or modifies
config/x86_XX.mk to set CONFIG_IOEMU := n, it still builds.  The
following patch returns the ability to disable the building of ioemu.

Fix tools/Makefile to test the value of CONFIG_IOEMU rather than whether it is
defined.  This restores the ability to disable the building of IOEMU.
