[Xen-devel] all new domains starting in paused state?

I registered this:
http://bugzilla.xensource.com/bugzilla/show_bug.cgi?id=404 over the weekend. 
I've been able to reproduce this over a series of changesets over the
weekend, as were other folks on #xen.

Going through to get more xend messages on this now to attach to the
bugzilla.
