That could be made to work, but at least one of the kernels would need
to be in a more virtualised environment (e.g., shadow page tables,
shadow segment tables, ...). Either that or Xen itself would need to
schizophrenic and be able to switch between 32- and 64-bit modes to
match the running guest kernel. Ther problem is that Xen makes
underlying hardware structures visible to the guest, and these are
diffreent layouts in 32- and 64-bit mode.

It's something we're thinking about - we need things like shadow page
table anyway so we may be able to get 32-bit kernel on 64-bit Xen
working.
