Absolutely. 

Adding a simple per-domain leaky bucket rate control scheme is on
our TODO list. We implemented a very simple yet effective scheme
for something else a few years back, and is should do the job
fine. It's described in the following paper:

Implementing it in Xen should be very straightforward.
