[PATCH 3/3] Disable CONS debug logging

In some cases, third party antivirus products may send many
PnP query IRP's down the stack. This tends to fill the logfiles up
with unnecessary repeated lines, making debugging of other
failures difficult.

Previous loglevel was (INFO|WARNING|ERROR|CRITICAL)
