[win-pv-devel] Development builds now using VS2015/WDK10

All,

  After some teething troubles, the master branch of all drivers now has 
version number 9.0.0 and development builds are being done using VS2015/WDK10. 
As yet, nothing more has changed but this paves the way for moving onto newer 
(versions of) kernel APIs.
