OpenQRM has support for Citrix Xenserver, based on xe cli you copy over
to OpenQRM server and scripts are using it.
But.. i feel OpenQRM is more for a heterogenous datacenter management,
than a cloud interface, Abiquo and Cloudstack looks more promising in
this area.

If you're interested rolling your own public cloud, I'd look at OpenStack
[1]. Citrix is working to make sure that XenServer and XCP work well with
OpenStack [2]. I've BCC'd some people who might be able to give some more
advice.
Well OpenQRM actually has a web management interface that functions, where i
dont see anything like it for openstack
