I tried this a few times already but I gave it a shot again(It's a different vm 
from vm4 but its built with the same specs)

xm create -c vm.cfg
Using config file "./vm.cfg".
Error: Boot loader didn't return any data!

That's not an error. It's normal.
Next, make sure your bootloader is set to /usr/bin/pygrub, and run

xm create -c name_of_your_domU_config_file

Note the "-c" in the command. It should display the boot menu (the
same one you see when you run "pygrub -i") and boot.
