You cannot dynamically take CPU on-line  or off-line. The step bellow will break
HOTPLUG_CPU anyway ( it's hack).
But , i believe that native Suse's 11.3 xenified 2.6.34.7-0.3-xen doesn't do that.

What are the reciprocation of turning off the ability to HOTPLUG_CPU? Is this feature ever used by XEN?
