I think you're misunderstanding the documentation. 1 pool, 1 XCP cloud, 16 hosts, period. You can load balance between hosts (that's what the load balancer module of my Xen Cloud Control System does) but you can't load balance between pools/clouds, at least not to my knowledge at this time. Regardless, since the resource pool is made up of the physical resources of the XCP hosts in a cloud, there would never be more than 1 resource pool in a physical cloud.
