It'll make the kernel to be able to run as Xen Dom0.

xen.gz is Xen hypervisor, and it's totally separate piece of software.
Xen hypervisor is not included in the Linux kernel, it's a separate download
from xen.org.

Xen hypervisor 4.0.0-rc9 is available from this mercurial repository:
http://xenbits.xen.org/xen-4.0-testing.hg
