linux-2.6.18-xen from xen.org doesn't have the latest security updates in it,
so it would be extra work for distribution kernel maintainers to manage
security updates for another/extra kernel.

Distributions like Debian don't have dedicated full-time developers that can
troubleshoot, debug and fix bugs.

So Debian wants to rely on the long-term supported 2.6.32 kernel for Squeeze,
because it will be included in other distributions aswell, so the patches
for bugs are much easier to get, since there are much more developers working and
maintaining the kernel.

Yeah, linux-2.6.18-xen is stable, if it supports your hardware.

The upcoming Xen 4.0.0 release from xen.org will be using pv_ops dom0 kernel (2.6.32) as a default!

linux-2.6.18-xen will still work with xen 4.0.0 hypervisor, but linux-2.6.18-xen is not the default or
recommended kernel for Xen 4.0.0+ anymore.

It's again about the maintenance, and the amount of work needed to do it.
Debian wants to ship just a single kernel!
