You can use the Ubuntu 9.04 image on stacklet to get a basic Ubuntu system running. It's a bare kernel though. I had to jetison the kernel for a Debian Lenny one in order to have OpenVPN and Xen at the same time.

You might have noticed that Ubuntu's Xen packages are largely empty now.
