It's on /etc/init/
copy tty1.conf to hvc0.conf and modify accordingly for PV guest. Using
console instead of hvc0 also works, but you'll get

-bash: no job control in this shell

No "xencons" or "console=" arg needed. I'm using Xen 3.4.1, Karmic's
kernel 2.6.31-8-generic amd64, loaded with pygrub.
