Yes, it's there, but on Ubuntu 9.04 Server it gets created automatically after CS 19668. On F11 it also gets created automatically.

1. Do you mean it might fail in certain environment ?
2. If yes, please, provide more details

Per Peter Braun it looks like xenified aka Suse kernel related issue, what i can hardly believe.

My concern is that :- Clone of xen-3.4-testing.hg been made between
Changeset 19668 Fix buildsystem to detect udev > version 124
Changeset 19678 buikd: Fix the detection of udev with udevadm version < 128
might cause this trouble.

I have had this problem before and found that in the
/etc/udev/rules.d/ directory there should be a file named
"xen-backend-rules". Do you see that?
