There are several packages that are written above Xen, both
commercial and open source, to deal with these issues. I am not
familiar with the details of all of them, but RedHat has oVirt,
and there are various cloud-based provisioning tools as well
such as Nimbus and Eucalyptus. Also the condor Virtual Machine universe.
