Thanks Fajar, it was a Kernel issue, i recompile my domU kernel with the option "CONFIG_HOTPLUG_CPU=y" and now works fine.

Which kernel is it from?
I know that Lenny's xen kernel and RHEL's xen kernel support cpu
hotplug just fine. Probably kernel issue.
