Thanks Rudi,
xm top shows me that I see about 14g. From dom0, 'free' shows me about 14g.
Also dmesg and 'cat /proc/meminfo'. When I try to start a vm with more than
about 7G of ram, it errors out saying that the resource is busy.

If I'm not mistaken, the new XEN kernels have PAE built-in already.
How do you know your memory isn't reporting correctly? How much RAM
does dmesg, top & xm top show respectively?
I know there was a problem with grub, which needed to be recompiled if
you added more RAM, or changed the kernel before it would see more
than 3GB RAM. Maybe this is what you need todo?
