Thanks Rudi,

xm top shows me that I see about 14g.  From dom0, 'free' shows me about 14g. 
Also dmesg and 'cat /proc/meminfo'.  When I try to start a vm with more than 
about 7G of ram, it errors out saying that the resource is busy.
I'll look into the link you provided as well - thank you very much.
