What is the status of SEDF-DC and ShareGuard? Are they in current releases somewhere or has something else subsumed their functionality?

I would like to experiment with finer grained user and driver domain resource control such as described in the now somewhat dated papers on SEDF-DC/ShareGuard but can't find those tools or anything that sounds similar in the last year or so of messages on this list.
