Has anyone tried other modes?  Is it HVM that is killing it, or is it simply being 64 bit?  Does it work at all in other modes?

Interesting that I'm using the Xen provided kernel and you're using the Redhat Xen kernel.  Seems that it might not be a kernel issue; perhaps a qemu problem.
