Limit, without knowledge of cpu power needed, is your ram.
round( ( 4096 - Dom0RAM - 256 ) / 256 )
so, about 14 DomUs.

If they are all idle, no problem, if the all stress your cpus - problem.
But i dont know how to meassure the load of dom0.
