Are you using file backed virtual disks (eg file: instead of phy: or
tap:)? Could you have run out of loop devices? (I can't remember if tap:
uses loop devices or not)

Stop all your domU's, then say:

rmmod loop
modprobe loop max_loop=32

And see if you can load more than 7 DomU's.
