Today I was looking for some info about cpu utilization, without much
success; however, I can think in a couple of things. First, it might
be the case that whatever you are running in DomU does not need to use
more CPU than what is actually using. It seems you are not having
problems with other VMs consuming CPU time.
Second, you could look for some info about scheduling, although I
don't think is that helpful if you only have one DomU.

more consumption
