Interesting.

Before and after migration, run "ip link" on the hosts.  See what vif device is being created for the move.  When it is moved, check /proc/sys/net/ipv4/conf/<vif device>/proxy_arp.  If it is not 0, this could also be related.  How smart is the switch that these machines are on?  Do you have access to a hub?  I know they're a bit hard to get these days, but if things work with the hub, then it is probably a problem generating the gratuitous ARP for the migration.

Generally this is set up in /etc/xen/scripts/vif-bridge.  I am unsure how this works for migration, but I suspect it is done the normal way.

Did you try upgrading your network drivers to the latest and
greatest versions?
