many variations in the /etc/fstab in the image along with variations
in the xen configure file and none have been successful.
As I said these are images that will boot with pygrub but I don't want
to use it here. Any ideas? Thanks in advance.

You need to have the kernel inside the image, at least for loadable
modules that aren't in the initrd. You can keep the primary kernel and
initrd on the Dom0: take a look at the setups at www.jailtime.org for
setups.
