Yes, you can.

But! You must note that you can run Windows OS inside domUs
only if your CPU is HVM-capable.

Please, take a look at this:

(this is about OS you can run in the Xen domains)

and at this:

* http://wiki.xensource.com/xenwiki/HVM_Compatible_Processors
(this is about CPU that you need to run Windows in the Xen domains)
