I managed to get it sorted out.
See the thread on the xen-devel list.

Kier Fraser, one of the xensource people, was able to provide me with a patch
which hard coded the correct BIOS memory map (from the vanilla linux
install) in to
Xen, so it doesn't need to rely on the (incomplete) info from Grub.
This is fine, as the
memory configuration will not change.

If I get time, I will troubleshoot this in grub on a similar machine, as it
must be a grub stage2 problem with my BIOS.
