There are a number of packages required for compilation (they'll generally end 
in -devel or -dev in your distribution's repository).  IIRC, some of these 
are listed in the user manual.

libxc is part of the Xen distribution and it's quite possible its failed 
because of missing dependencies, in which case you'd need to install 
packages.  It could also be some other kind of error...  We'd really need to 
see what the compile error was in order to advise you properly.
