 From Xen Faq's:
Does Xen support Microsoft Windows?
The paravirtualized approach we use to get such high performance has not been usable directly for Windows to date.

Does this mean, can we run windows on non VT using the para virtualized? If so, has anybody had success running windows on non VT, paravirtualized?

No.
This does mean that you CAN'T run Windows paravirtualized.
This does mean that you CAN'T run Windows on non-VT CPUs.
