There is a problem with the dhcp requests across the bridged network
connection. If I connect a seperate (real physical) server vi a
crossover to the 192.168.0.1 interface and then run dhcpd on it, the the
dhcp requests are answered correctly. If the dhcp server is running on
dom0 then they are not.

What do tcpdump, firewall log and syslog on the dom0 look like? Does
your dhcp listen to the right interface, that is, the one that is
connected to the xen bridge?
What do logs on client exactly say when "dhcp request are not answered
correctly"?
Maybe you have selinux and firewalling enabled on dom0 or something like that.
