Thread-topic: VM running on single mode

I have a couple of VMs running  Suse (on damain 0 FC) and I want them to boot up on single mode. I modified  /etc/inittab of the guest domains and they STILL boot on run level 4. Any idea what can I be doing wrong?

Thanks,

cc
