- From reading the source code, I'd say yes. 
You can find the value
in /usr/lib/python2.4/site-packages/xen/xend/XendDomainInfo.py, line 86
(Xen 3.0.2), in case you haven't seen yet.

You should be able to destroy the zombies (xm destroy) shutting down.
Alternatively, you could also use different init scripts, ofc. 

Maybe xm should be changed to not wait for zombies?
