Sort-of.  You can run 32-bit code on top of an AMD64/EM64T kernel, because
the CPU itself is backwards compatible.  It's done just the same way as
running a 32-bit userland on top of a 64-bit kernel in the non-Xen world. 
You can't run a 32-bit kernel on a 64-bit dom0, though.
