FYI: I found the answer. glibc-2.4 is OK without the patch if you compile it 
with -mno-tls-direct-seg-refs. "configure" then adds the correct defines that 
are used in sysdep.S to use the correct segment access semantics. I put a note 
about this on http://wiki.xensource.com/xenwiki/XenSpecificGlibc.
