Just a guess:
udev changed its rules syntax recently, instead of using "=" for checks and 
assignments, it now has "==" for checks and "=" for assignments.

the rules shipped with xen already use that syntax, so maybe upgrade udev or 
change the xen-backend.rules file, replacing "==" with "="
