Is there a way to limit the number of processes which are allowed to run inside a domU ?

Not really -- but why would you care? My understanding is that scheduling between domains is on a domain-by-domain level rather than a process-by-process level, so running more processes won't let a given domain take up an unfairly large amount of CPU time.
