I actually prefer to have 'xend stop' shut down all xen related daemons,
and hence start with a clean state.

xend restart isn't something that should be needed very often, so I
think I'd rather maximise the chances that it returns the system to a
working state, rather than worrying whether a few console windows need
to be reconnected. 

If xenstore's state is all in persistent storage I'd like to see it
stoped too.
