That's probably it.

The machine is 32 dual-core CPUs, showing up as 64 CPUs and it is organized as 
8 cells, each with 4 physical CPU chips.

How does the Xen hypervisor manage the inter-processor interrupts? I'm trying 
to understand if there is something in the way the processors are managed that 
can be changed to improve the way this scales on large multi-processor 
configurations.
