It works for me, but just to check I cloned a fresh tree
(changeset 7502) from

http://xenbits.xensource.com/ext/xen-ia64-unstable.hg 

onto my rx2600 with RH3.2 (and the default gcc 3.2.3)
and just typed 'make' in the xen-ia64-unstable.hg
directory.   When the make was complete (it dies
trying to build domU.. ignore that), I copied
xen/xen and linux-2.6.12-xen0/vmlinux to my elilo
boot directory.  (I also rename vmlinux to xenlinux.) 
The result boots fine.

This is probably a bad dom0 image file.  Perhaps you
used the vmlinux.gz file (or some other file) by mistake?
