Not necessarily there is also a priviledged interface via the console for
historical reasons

For the legacy VGA ports the proper approach is almost certainly to scan
the PCI bus routing data and work out which device they are routed to and
then attach them to that physical device.

That may be a dynamic configuration but you'll see the virtualisation of
the PCI config changes any guest tries to do if so.
