EFI 2.0 added a few new runtime calls, for which Linux 3.1 gets accessors
added, so flesh out the interface for them in Xen and implement what can
reasonably be without actually having active call paths getting there (i.e.
without actual debugging possible).

1: header extensions
2: hypercall extensions
