Can I ask how changing workload is measured and predicted, for the automatic live migration to work appropriately ?

Automatic live migration means XEN should monitor the workload of the machine and user will define the threshold of
any parameter say(CPU usage) then if workload cross the threshold  value then XEN should migrate a virtual machine 

to the other machine automatically without any user interruption.
