Rebuild Xen RPMS with Oracle 32-bit RPMS installed and got same issue.
Installed via virt-manager F11 PVM cannot be started.

Then I've created F11 PV via installation pygrub profile and loaded via runtime profile.

# virsh dumpxml F11PV > f11pv.xml
# virsh define f11pv.xml

Works fine , creating new entry in virt-manager tabs, manageable via virt-manager. ;(

Attempting  to reproduce on F11 ( what works fine on F10) i 've got an error :-

[root@ServerXen ~]# yum install glibc-devel.i386
Loaded plugins: refresh-packagekit
Setting up Install Process
No package glibc-devel.i386 available.
Nothing to do

I've tried glibc-devel.i586 , what allows rpmbuild to go ahead with no visible errors.
However, virt-manager appears to be not functional in the same way when i tried with
glibc-devel.i586  to build RPMs via xen-3.4.0-2.fc12.src.rpm.
F11 PV DomU gets created, but attempt to run it makes virt-manager panel frozen
and Domain itself paused.

I believe picked up a wrong glibc-devel package on  Core2Duo box
