Square brackets mean it's a list (config files are really Python scripts that 
get run in a sandbox, so this is in fact just a Python list!):

vif = [ "mac = XX:XX:XX:XX:XX:XX", "mac = XX:XX:XX:XX:XX:XX" ]

Should give you the functionality you want.
