At gentoo we are trying to re-design the build, but this one is also too hard.
For distros that create binaries, not an issue.  The make install-tools and
make install-stubdom go and download packages mid build.  This is thwarted by
some restricted network setups by some gentoo users.

https://bugs.gentoo.org/show_bug.cgi?id=366125 for the tools, and also the
stubdom.  The tools I fixed, the stubdom imports 5 packages, one of which
doesn't make it through the build in an adjusted form.

What is wrong with the submitted build?
Please consider allowing system tools to run this build, at least for gentoo.
The whole thing builds if run as is except for those with restricted networks.
The whole thing build running make install-stubdom from the source package as
expected.  See the build log, and the ebuild adjusted to this point that yields
the build log.

I've nominated tools because tools does the same and I can't nominate stubdom
