Bug detailed description:
--------------------------
I create a win2k8 guest, then shutdown the guest, it will show the blue screen
and reboot itself.
This issue doesn't exist in the xen 23231 changeset. 

Reproduce steps:
----------------
1.create a win2k8 guest
2.shutdown the guest
