Bug detailed description:

Guest could not get ip when vf is assigned to guest. It works well with pci and
pcie NIC assigned. And both windows and linux guest can not work.

with xm dmesg, we can see the log:

Reproduce steps:
----------------
1.install the xen which version is mentioned above
2.hide an vf and assign it to guest in config file
3.use xm cr config to boot up guest
4.after guest boot up, use ifconfig and dhclient to check whether guest can get
ip

Current result:
----------------
guest cannot get ip

Expected result:
----------------
guest can get ip
