Bug detailed description:

CPU hotplug feature works stable on stable pvops dom0 2.6.31.x branch, but for
2.6.32.x branch, only memory hotplug feature works, cpu hotplug is buggy.
Yunhong suspect that the CPU hotplug support may be not ported to the pvops
kernel's 2.6.32.x.
Reproduce steps:
----------------
1. offline the socket 2 and socket 3, remove the memory riser on socket 4
before power on.
2. After Xen boots up, hot-add the memory riser on socket 4, and push the
attention button, then the new added memory was recognized.
3. trigger the socket 2 and socket 3 CPU jumper to hot-add new CPUs, but we did
not get expected CPU.
Current result:
----------------
CPU entries was not created on dom0 sysfs.
